A window can measure perfectly in a catalog and still fail. That catches people out more than anything else in a basement plan, because the dimension that governs is not the size of the window, not the size of the glass, and not the size of the hole in the wall the window sits in. It is the size of the gap left when the sash is thrown fully open — the space a person has to get out through, and a firefighter in gear has to get in through.
Indiana Residential Code Section R310 puts numbers on that gap. Miss any one of them and a basement bedroom is not a bedroom. It is a room with a bed in it.
We check egress before drawing anything, for the same reason we check the concrete first. It is the item most likely to change the shape of the whole job, and the item most likely to be missing from the quote that came in cheaper.
The numbers R310 sets
For an emergency escape and rescue opening, the Indiana Residential Code requires:
- A net clear width of at least 20 inches.
- A net clear height of at least 24 inches.
- A net clear opening of at least 5.7 square feet.
- A sill no more than 44 inches above the finished floor.
- An opening that works from the inside without a key, a tool, or special knowledge.
Those are the code minimums as written, and the office that inspects the opening is the office that applies them — confirm every one of them with your local building department before anything is ordered.
Read those as floors, not as a specification. This is where the arithmetic bites: an opening sitting at the minimum width and the minimum height at the same time falls well short of the required area. Whichever of the two you hold at its limit, the other has to run a long way past its own to make up the square footage. The width and the height tell you what will never count. The area tells you what you actually have to build.
There is an exception in the model code that allows a slightly smaller area for certain grade-floor and below-grade openings. It exists. We still design to 5.7 square feet and let the building department tell us we had room to spare, because designing to an exception and being wrong means cutting the hole twice.
The last requirement is the one that gets undone after the inspection rather than before it. No key, no tool, no special knowledge rules out a sash painted shut, a security bar with a padlock, a window that needs both hands and a knee, and the shelving unit somebody parks under it later.
What net clear opening actually means
There are several dimensions attached to any window, and only one of them counts here.
The rough opening is the framed hole. The unit size is the window as ordered. The glass size is what you see through. The net clear opening is none of those — it is the measured hole that remains when the window is open as far as it goes, with the frame still in the way, the hardware still in the way, and the sash parked wherever its operating type parks it.
Every manufacturer publishes a net clear opening figure for each unit in each operating type. Ask for it by model number, in writing, before anything is ordered. A supplier who answers with a rough opening dimension has answered a different question, and the gap between those two answers is where failed inspections live.
Operating type decides the arithmetic
- Casement. The sash swings clear of the frame, so a casement delivers close to the whole opening. It is the most efficient way to make the area out of the least wall. The hinge stile and the operator arm still take a bite, and the sash has to have somewhere to swing — which is a question about the well as much as about the window.
- Horizontal slider. Only the moving leaf moves. Net clear width is the width of that leaf, not the width of the unit, so a slider has to be considerably wider than the opening it produces. Every extra inch of width is more saw cut, more lintel, and a longer well.
- Double-hung. The lower sash rises behind the upper one. What you get is the height it leaves below itself, so the unit has to be tall before the opening is legal.
- Awning and hopper. The sash swings into the space it just opened. In a basement wall they rarely make the area at all.
None of that argues against a slider. It argues that the operating type is a decision about the wall, made long before anybody looks at a finish or a color.
Sill height, and the floor that does not exist yet
The sill has to sit no more than 44 inches above the finished floor. Finished — not the slab.
Basement floors come up off the concrete. A dimpled membrane, a panelized subfloor, underlayment, the flooring itself: every layer raises the standing surface and shortens the climb to the sill. It is the rare code dimension that gets easier as the job goes on, and the rare one where measuring early gives you a worse number than the one you will finish with. Measure to bare slab and you are measuring to a surface that will not be there when the inspector is. What goes over the concrete is part of the egress calculation, not only a finish choice.
If the sill still lands high, one route is to set the window lower, which means cutting deeper into the foundation and digging a deeper well. The other is to build something permanent underneath for a person to stand on. That second one is a conversation with the building department before it is a conversation with a carpenter, and we would rather ask than assume.
Cutting a hole in a foundation wall
Where a basement has no window, or has the short horizontal one that came with the house, this is not a window job. It is a concrete job with a window at the end of it.
In a poured wall, the opening is saw cut, the rebar comes out with it, and something has to carry the wall and whatever bears on it above the new hole. In block, the cut runs through the cores, and the cells around the opening and the course above it need dealing with rather than trusting. Either way it is structural work on the element holding up the house, which puts it squarely in permit territory.
Outside, there is an excavation. Utility locates before a blade or a bucket goes in the ground, spoil that has to go somewhere, and landscaping that will not look the same afterwards. If the plan grows from a window into a walk-out, anything poured to carry weight has to reach below the frost line under Indiana Residential Code R403.1.4 — Central Indiana practice commonly runs 30 to 36 inches, and the depth that governs is the one your local building department sets, not one from a blog. That trade-off gets its own treatment in window wells and walk-outs.
And there is the obvious thing worth saying plainly. You are making a deliberate hole in the one wall whose entire job is keeping the ground out. The window has to be flashed and sealed, the well fastened and sealed to the wall, and the water given a route away. Cut an egress opening into a wall that already weeps and you have relocated the problem, not solved it. That is why we read the basement for water before drawing the window, rather than after.
The well is half the escape
A compliant opening into a well nobody can climb out of is not an escape route.
A well deep enough to need a permanent ladder or steps has to have them, and the depth that triggers that requirement is in the code and confirmed by your inspector, not judged by eye. The well also has to give the sash room to swing and a person room to turn around. A casement that cannot open because it hits the liner is an expensive fixed window.
Drainage is the part that gets left out. A well without a drain is a bucket set against your foundation, positioned directly beneath the one hole you just cut in it. It wants gravel and a drain tied into the footing drain, or run to daylight where the grade allows.
Then the lid. A grate against leaves and children, a domed cover against snow — whatever goes on top has to come off from the inside, by somebody who is not thinking clearly, in the dark. The logic that governs the window governs the cover: no key, no tool, no special knowledge.
Egress is necessary, not sufficient
Egress is the requirement people have heard of, which is why it tends to get treated as the whole test. It is not.
Every sleeping room in a basement needs its own escape opening. A second bedroom downstairs does not share the first one's window. Beyond that, a room has to satisfy ceiling height, heat, smoke and carbon monoxide alarms and the rest before anybody should be calling it a bedroom — and ceiling height, ducts and beams is usually the constraint that decides where a bedroom can go at all. Worth saying while the plan is still on paper: if there is any chance you will one day call the room a bedroom, do the egress now, while the wall is open and the trades are already there. Cutting a foundation wall after the drywall, flooring and trim are in means undoing finished work to reach it.
Who actually decides
Not us, and not this page. The building department that issues your permit decides.
In Fishers, work of this kind — structural, electrical, plumbing or HVAC change — generally requires a permit, applied for and tracked through the city's online portal. The City of Fishers says residential applications are typically processed in no more than 15 working days when the submittal is complete, that work has to commence within 12 months of issuance, and that it has to be complete within 24 months, absent a granted extension. If you are in Carmel, Noblesville, Westfield or an unincorporated pocket of Hamilton County, the authority is a different office with its own process — confirm with the local building department rather than assuming Fishers' rules travel. What it costs, roughly
There is no independent figure we would publish for an egress window on its own, and we do not publish our own prices, because a number written before anyone has seen your basement is a guess. What does exist is research on whole basements. Published Indianapolis basement finishing research, including Angi, puts a finished basement in this market at roughly $25 to $65 per square foot — about $25,000 to $65,000 for a 1,000 square foot basement, with a basic finish around $25,000 to $35,000 and a mid-range finish including a bathroom around $35,000 to $50,000.
Within that, an egress opening moves with the wall far more than with the window. Poured or block, how much material has to come out, how deep the well goes, where the spoil ends up, whether the landscaping and the downspouts have to be reworked around it. The window itself is often the smaller part of the line.
The short version
If you are comparing quotes for a basement with a bedroom in it, these questions separate a real scope from an optimistic one.
- Which window, by manufacturer and model, and what is its published net clear opening?
- Is the sill height measured to the finished floor you are actually getting, subfloor assembly included?
- Poured or block, and who is specifying what carries the wall over the new opening?
- Where does the well drain to?
- Is the opening on the permit, and inspected before anything covers it?
A quote that answers all of those is describing the job. A quote that is silent on egress, and cheaper than the others, is usually cheaper because of exactly that.
